“Smart Growth” Explained
In its publication, Exposing the 2030 Agenda, the John Birch Society (JBS) describes the concept of “Smart Growth” as
“predicated upon utilizing a multitude of government-induced incentives to encourage individuals to move out of rural or suburban areas into regimented urban areas.”1

The document also provides a candid description of the UN’s Agenda 2030 Goal 11 – Sustainable Cities and Communities and how the globalist plan will affect us all. These ideas mirror the sugar-coated Promoting Smart Growth & Regional Collaboration plan by the Metropolitan Area Planning Council (MAPC)2 that Massachusetts mayors are implementing in their cities:
Increased Gas Prices
In our September 11, 2023 report, Mayors Race To Zero, we described how the MAPC did a transportation study and found that the best scenario to reduce the number of combustible engine vehicles on the road would be to raise the gas tax and charge other fees making it unaffordable for most drivers.4
Manipulating Transportation Patterns
The 2030 Agenda seeks to purposely discourage you from driving altogether. A combination of high gas prices, environmental-impact energy taxes, new tolls, and rerouting roads by condemning old, convenient shortcuts and replacing them with new, longer routes that avoid certain protected areas and wetlands in the name of protecting the environment. The 2030 Agenda seeks to inconvenience your rural lifestyle and convince you that living in a 15-minute city is more convenient and economical.5
Migrating People from Rural Areas to Cities
The American dream of the beautiful house, big front and back yard, white picket fence, one or two cars in the driveway, and large family is to be replaced with the UN’s 2030 Agenda of living in small, rented urban dwellings, where you are restricted in the amount of goods you are allowed to consume and dispose of, and where you will have no individual liberty to travel as you once pleased.6
Massachusetts Climate Chief Melissa Hoffer recommends having Massport look at limiting the amount of “short hop” flights in and out of Bay State airports to reduce aviation emissions.7
Open Space: Forbidding Human Access to Land
Eminent domain will be used to seize and demolish the last remnants of private property in ghost towns or other communities deemed as “not sustainable.” This is more than just rezoning; it is central planning at the local community level, where unelected redevelopment boards and sustainability consultants will plan the composition of the community and decide what is and is not allowed to be developed on public and private land with little to no public input.8

Abolition of Private Property
The United Nations Environment Program states the following about property rights:
“Property rights are not absolute and unchanging, but rather a complex, dynamic and shifting relationship between two or more parties, over space and time.”9
This is contrary to the Fifth Amendment of the U.S. Constitution, which states:
“No person shall be…deprived of life, liberty or property without due process of law; nor shall private property be taken for public use, without just compensation.”10
Please remember that everything mentioned above is what Massachusetts mayors are working to implement in our cities.
